Deliberate, Conan, but you missed my real mistake...Lord Salisbury should also appear underneath the second Gladstone entry again too.

That's another clue.

They all have streets named after them, except Callaghan.

update, Ha, just saw your clue.
They are all dead, but why the double entry for Gladstone and Salisbury ? They were voted out of office in that order ?

I think It's Either has basically got it. They all had their government fall because lost votes of confidence in that order.
